Astor is one of the 14 districts of Gilgit-Bulistan.
Since it was asked, it is necessary for us to know the names of the remaining fourteen districts.

History of Gilgit.

When Pakistan came into existence, Kashmir was also a state. As the British said that any state that wants to meet with Pakistan or India can meet.
But one problem that was faced was this. The majority of the population of Kashmir consisted of Muslims, but the Maharaja there was Raja Hari Singh.
Maharaja Hari Sigh at first saw that the majority were Muslims, but being a Hindu he was prejudiced and wanted to join India. He first said that he would not join any state now, but as soon as Pakistan came into existence, the people there started urging Raja Hari Singh to join Pakistan. So he started oppressing the people of Kashmir and made the Instrument of Accession to India, he wanted to go with India. It was a biased decision which the people of Kashmir were not ready to accept. The instrument of accession was done on 26 October 1947. Remember this date. This is often asked. In this way, the Raja's people started to inflict mountains of persecution on the people of Kashmir. So because the majority in Kashmir were tribals and Muslims, they started calling the tribes in Pakistan to come to their aid, so the Pakistani tribes took up arms and surrendered to the Indian forces. Despite this, they did not even have any special weapon, but started the war on the call of faith and their Muslim brothers. This war was called the first war of Kashmir. Later Pakistani forces also participated. The areas of Gilgit-Bulistan and Azad Kashmir were liberated from Indian forces when India saw that Pakistani forces and tribes began to dominate them. So India went to the UN and asked that the UN handle this matter. Pakistan accepted the UN and said that the people of Kashmir will vote and whatever the people of Kashmir decide, we accept it, which could not be done till now.
Thus we have Gilgit Balistan and Azad Kashmir but we have kept these two states free. They are kept independent.
In 1970, Gilgit-Baltistan was named Northern Areas. Remember this. and handed over to the federal government.
After that, AJK HIGH COURT said that Gilgit-Baltistan should be included in Azad Kashmir again, but the people of Gilgit-Baltistan did not accept this.
After that, Pakistan.
GILGAT BALTISTAN EMPOWERMENT AND SELF GOVERNANCE ORDINANCE 2009.
According to this ordinance. One was renamed Northern Areas again as Gilgat Baltistan and the other was given autonomous role.

گلگت کی تاریخ۔

جب پاکستان وجو د میں ایا  تو کشمیر بھی ریاست تھی۔ جیسے انگریزو ں نے  کہا تھا کہ جس بھی ریاست کو پاکستان یا اندیا کے ساتھ ملنا ہو وہ مل سکتے۔

مگر ایک مسئلہ جو درپیش تھا وہ یہ تھا۔ کشمیر کی آبادی کی اکثریت مسلمانوں پر مشتمل تھی مگر وہاں کا مہاراجہ راجہ ہری سنگ تھا۔  

مہاراجہ ہری سنگHari Sigh نے پہلے تو جب یہ دیکھا کہ اکثریت مسلمانوں کی ہے مگر وہ ایک ہندوں ہونے کی وجہ سے تعصب پسندی پر تھا اور انڈیا میں شامل ہونا چاہتا تھا۔ اس نے اول تو کہا کہ ابھی وہ کسی بھی ریاست میں  شمولیت اختیار نہیں کرے گے مگر جیسے ہی پاکستان وجود میں ایا تو وہاں کی عوا م نے راجہ ہری سنگ پر زور ڈالنا شروع کر دیا کہ وہ پاکستان کے ساتھ  شامل ہو جائے۔ تو اس نے کشمیر کے لوگوں پر ظلم و ستم کر نا شروع کر دیااور Instrument of Aceession کو انڈیا سے کر لیا وہ وہ انڈیا کے ساتھ جانا چاہتا۔جوکہ ایک متعصب فیصلہ تھا جس کو کشمیر کی عوام کسی صورت ماننے کو تیار نہ تھی۔ instrument of accession  26 october 1947 کیا گیا تھا۔ اس تاریخ کو اپ نے یاد رکھنا۔ یہ اکثر پوچھا جاتا۔ اس طرح کشمیر کی عوام پر راجہ کے لوگوں نے ظلم و ستم کے پہاڑ گرانا شروع کر دیئے۔ تو کیونکہ کشمیر میں اکثریت قبائل اور مسلمانوں کی تھی اس لیے انھوں نے پاکستان میں موجود قبائل کو پکارنا شروع کر دیا کہ وہ ان کی مدد کو ائے تو پاکستان کے قبائل نے ہتھار اٹھائیں اور انڈیا افواج سے دست و گریبا ہو گئے۔ اس کے باوجود کے ان کے پاس کوئی خاص ا اسلہ تک نہ تھا۔مگر ایمان اور اپنے مسلمان بھائیوں کی پکار پر جنگ کی شروع کر دی۔ اسی جنگ کو کشمیر کی پہلے جنگ کہا جاتا ۔ بعد ازاں پاکستانی افواج نے بھی حصہ لیا۔ گلگت بلستان اور ازاد کشمیر کے علاقوں کو انڈین افواج سے چھڑا لیا گیا جب انڈیا نے دیکھا کہ پاکستانی افواج اور قبائل ان پر حاوی ہونے لگے۔ تو اندیا یو این میں چلا گیا اور وہاں جا کر کہا کہ اس معملہ کو یو این سنبھالے۔  پاکستان نے یو این کی بات کو مان لیا اور کہا کہ چلو کشمیر کی عوام کی ووٹنگ ہوگی اور جو بھی کشمیر کی عوام فیصلہ کریں وہ ہمیں قبول ہے جو کہ اج تک نہ ہو سکا۔

اس طرح گلگت بلستان اور آزاد کشمیر ہمارے پاس ہے مگر ہم نے ان دونوں ریاستوں کو ازاد رکھا ہوا ہے۔ ان کو خود مختار رکھا ہوا ہے۔ 

1970 میں گلگت بلتستان کو   Northern Areas کا نام دیا گیا۔ یہ اپ نے یاد رکھنا۔ اور فیڈرل گورنمنت کو دے دیا گیا۔

اس کے بعد AJK HIGH COURT نے کہا کہ گلگت بلتستان کو دوبارہ آزاد کشمیر میں شامل کر دیا جائے مگر گلگت بلتستان کی عوام نے اس بات کو قبول نہیں کیا۔

اس کے بعد پاکستان نے ۔۔

اس ارڈیننس کے مطابق ۔ ایک کو Northern Areas نام کو دوبارہ تبدیل کر کے Gilgat Baltistan رکھ دیا گیا اور دوسرا خود مختیار رول دے دیا گیا۔
